The public administration doctoral program in Penn State Harrisburg’s School of Public Affairs welcomed Dr. Özkan Leblebici as a post-doctoral visiting scholar from Ankara, Turkey in January. He is hosted by Dr. Göktuğ Morçöl, professor of public administration.
Leblebici holds a master’s degree in public administration from Gazi University, Ankara, and a doctorate from Ankara University. His dissertation was titled, "Value Chains on Agriculture in The Context of Globalization and A Study on Sugar in Turkey." After graduation, he was a faculty member at Atilim University in Turkey, where he taught courses in the Graduate School of Social Sciences in the areas of regional development, health policy, and disaster management. Since 2014, he has been an independent researcher. His areas of research are state and religion, disaster management, and governance.
During his collaborative study with Morçöl, he will explore the effects of the constitutional and legal structure of the country on self-organization in agricultural cooperatives in Turkey. After completing his studies at Penn State Harrisburg, Leblebici will conduct an empirical study on the agricultural co-operatives in Turkey.
In the past, the public administration doctoral program has hosted scholars from Turkey, China, and Switzerland.
