Please note that international students have some additional requirements when applying for a graduate program.

International applicants must:

  1. Submit materials at least four months before the beginning of the semester for which they are applying.
  2. Complete an application for Visa Document.
  3. View the admission requirements from a specific country using the tool available from the Graduate School.
  4. International applicants must scan and upload copies of all official attested transcripts and attested diplomas in both English and the language of original, official documents.
  5. Carefully review TOEFL and IELTS score information and follow the Graduate
    School's requirements regarding English proficiency.

Important Notes:

  • Penn State Harrisburg requires a total score of 80 with a 19 on the speaking section for the internet-based test (iBT). Test of English as a Foreign Language (TOEFL) iBT: overall score of at least 4.5 with a 3.5 or greater on the speaking section. (For tests taken prior to January 21, 2026: overall score of at least 80 with a minimum speaking score of 19)
  • Provisional admission, as described on the Graduate School website, is unavailable at Penn State Harrisburg; we do not currently offer remedial English courses ESL 114G or ESL 116G.
