MIDDLETOWN, Pa. — L. Marvin Overby, director of the School of Public Affairs at Penn State Harrisburg, will present “What the Bill of Rights Got Wrong” on Sept. 23.

A scholar with broad-ranging interests in American and comparative politics, Overby co-authored the book “Cobblestone Leadership: Majority Rule, Minority Power” with historian James MacGregor Burns and has published articles in journals such as the American Political Science Review, American Journal of Political Science, Journal of Politics, and Political Research Quarterly, among others.

His research interests include legislative retirements, the process of constitutional amendment, legislative procedures, and the importance of legislative parties. He also is co-authoring a book on the most important congressional elections in American history.
