Chad Forcey's more than two decades of experience in public service and the nonprofit sector representing agriculture, energy and environmental policy began in the Virginia House of Delegates in 1998. His grant writing portfolio includes recently securing $8.5 million in federal funds from the U.S. Department of Education (2024) for disabilities-based IT education and training in partnership with BIT and Salesforce.

Previously, Chad served as Executive Director for the Pennsylvania Conservative Energy Forum from 2018-2025, a nonprofit that he founded in 2018. During his tenure, he secured the passage of C-PACE legislation and led advocacy efforts for pro-business and pro-developer renewable energy legislation. He also achieved more than $1 million in nonprofit philanthropic grant funding for renewable energy education efforts across Pennsylvania.

His grant writing successes also include:

  • Securing $33 million in environmental grant funding for the City of Philadelphia via the American Recovery and Reinvestment Act of 2009
  • Assisting Light of Life Rescue Mission of Pittsburgh with a potential $1.5 million in new state and local grant funds
  • Obtaining Pennsylvania Department of Agriculture grant funding for the Pennsylvania Landscape & Nursery Association for roadside and riparian landscape improvements
  • Helping to secure funding for the Irrigation Association's Master's level curriculum, 6th edition

Chad previously ran his own environmental consulting firm and also worked as a professional grant writer for the Pittsburgh-based Commonwealth Consulting Partners. Chad also spent five years as State Affairs Director for the Fairfax, VA-based Irrigation Association, where he fought to advance licensing, water conservation and efficient technologies for the landscape and agricultural sectors -- across the 50 states.

Chad began his nonprofit work with the Pennsylvania Landscape & Nursery Association, where he drafted and implemented legislation on right to farm, immigration/workforce, and green infrastructure. His career in Pennsylvania started with his position as an Executive Assistant to former Governor Mark Schweiker (2002-2003), and with the Pennsylvania Department of Environmental Protection, where he served in the Legislative Office. He is a member and delegate with the Penn State Agriculture Council.

Chad has testified before the PA House and Senate, and the United States Congress. He has published multiple op-eds on energy and agriculture in PA newspapers, and provided commentary on television and radio – locally, nationally, and internationally – on energy industry issues.

He holds a Bachelor of Science in History from Liberty University and is currently pursuing his Master's in Public Administration from Penn State.
