Considerations for scholarships shall be given to undergraduate students enrolled or planning to enroll at Penn State Harrisburg who are participating in RaiseMe, the Student Transitional Experiences Program ("STEP"), Complete Penn State, or Smart Track to Success, or successor or additional programs created by the University under its Access and Affordability Programs initiative which provide undergraduate scholarships (the "General Eligibility Criteria"). From the identified pool of eligible recipients, and to the extent possible, first preference shall be given to students who are participants in Complete Penn State. If no students meet the first preference in a given year or if there are sufficient funds to award additional scholarships beyond the eligible recipients who meet the first preference, available funds will be awarded to any student based on the General Eligibility Criteria, regardless of preference.
Each scholarship is to be awarded and renewed in accordance with the terms of the aforementioned programs. In the unlikely event the above-mentioned Access and Affordability Programs are no longer in existence at Penn State Harrisburg, or successor academic unit, or if no eligible students are identified in a particular academic year, then this endowment shall be used for scholarship support for undergraduate students enrolled or planning to enroll at Penn State Harrisburg, or successor academic unit, who have a demonstrated financial need for funds to meet their necessary college expenses. The University may modify or disregard any selection criteria if determined to be contrary to law or then existing University policy.
