The purpose of this scholarship shall be to provide recognition and financial assistance to outstanding graduate and undergraduate students enrolled or planning to enroll at Penn State Harrisburg.

Eligibility
Consideration for this scholarship shall be given to graduate and undergraduate students enrolled or planning to enroll at Penn State Harrisburg who have achieved superior academic records or who manifest promise of outstanding academic success (the "Generai Eligibility Criteria"). From the identified pool of eiigible recipients, and to the extent possible, first preference shall be given to students whose home address of record is in one of the following Pennsylvania counties: Adams, Cumberland, Dauphin, Lancaster, Lebanon, Perry, or York. If no students meet the first preference in a given year or if there are sufficient funds to award additional scholarships beyond the eligible recipients who meet the first preference, available funds will be awarded to any student based on the General Eligibility Criteria, regardless of preference. It is the donor's desire that this scholarship be used to recruit and retain deserving students who meet the General Eligibility Criteria. Scholarships may be awarded to eligible recipients regardless of enrollment status, so long as the recipients are in good academic standing and intend to continue their education at Penn State Harrisburg.
