Online Vehicle Registration

Vehicle Registration

  • All vehicles parked on Penn State Harrisburg campus must display a valid parking permit.
  • A “motor vehicle” in these regulations means any motor driven vehicle (automobile, truck, motorcycle, motorbike, scooter, moped, minibike or other). 
  • Students must register their vehicle either prior to the start of the semester or at a later date if the vehicle is acquired after the semester has started.
  • Faculty/staff members must register their vehicles upon appointment or at a later date if a vehicle is acquired after the initial appointment date.

Parking Registration and Permits

Student Parking Permits

  • All students parking on campus are required to register their vehicles each semester.
  • Students are encouraged to register their vehicles online at the link above.
  • Payment can be made on-line with a credit card or at the Vehicle Registration Office.
  • Students with outstanding parking balances will not be permitted to purchase a current parking permit until the account is cleared.
  • The Vehicle Registration Office accepts cash, certified check, money order and credit cards as payment. Personal checks will not be accepted. Certified checks and money orders are to be made payable to Penn State University. 
  • All parking permits must be picked up at the Vehicle Registration Office with proper identification. 
  • Parking permits must be properly displayed from the rear view mirror, facing out. The parking permit covers only the vehicle(s) registered. If the vehicle information changes or if new information needs to be added, please update your account through the Online Vehicle Registration at the link above. Any previous vehicle information listed on your account cannot be removed. Multiple vehicles can be registered; however, only one parking permit will be issued per student. Transfer or re-sale of parking permit is strictly prohibited.
  • Students are permitted to use any valid parking spaces with the exception of “restricted” areas. Students are not permitted, at any time, to park in restricted areas which include: visitors’ spaces, maintenance only, no parking areas and any other reserved parking spaces.  Any use of restricted, unauthorized parking areas will be subject to a fine.
  • Penn State Harrisburg accepts other valid Penn State University student parking permits with pre-authorization from the Penn State Harrisburg Vehicle Registration Office. These permits are only valid on the Penn State Harrisburg campus if the “majority” of credits are taken at the campus that issued the parking permit. Class credits will be checked and verified throughout the semester for any drop/add classes.  Students taking a majority of credits at Penn State Harrisburg will be required to obtain a Penn State Harrisburg parking permit in order to park on campus. All unauthorized parking permits are subject to a fine.
  • Off-campus housing parking permits are not valid on Penn State Harrisburg property.

Faculty/Staff Parking Permits

  • In order to park a vehicle on the Penn State Harrisburg campus, all employees must obtain a parking permit and pay a registration fee. Individuals working on campus, not employed by Penn State University (e.g. bookstore or child care employees), must adhere to the same pay structure as Penn State employees.
  • Faculty/Staff are encouraged to register their vehicles online at the link above.
  • Employees with outstanding parking balances will not be permitted to purchase a current parking permit until the account is cleared.
  • Permit fees may be paid at the Vehicle Registration Office by cash, certified check, money order, credit card or payroll deduction if applicable. Personal checks will not be accepted. Certified checks and money orders are to be made payable to Penn State University.
  • All parking permits must be picked up at the Vehicle Registration Office with proper identification. 
  • Hershey Medical Center employees who are students, faculty/staff or facility users (e.g. gym or library) will be required to obtain a Penn State Harrisburg parking permit in order to park on the Penn State Harrisburg campus.
  • Parking permits must be properly displayed from the rear view mirror, facing out. The parking permit covers only the vehicle(s) registered. If the vehicle information changes or if new information needs to be added, please update your account via the Online Vehicle Registration link above. Any previous vehicle information listed on your account cannot be removed. Multiple vehicles can be registered; however, only one parking permit will be issued per faculty/staff member. Transfer or re-sale of the parking permit is strictly prohibited.

Other Parking Permit Options

  • Daily parking permits are available at the rate of $2/day. 
  • Individuals may purchase a daily parking permit from the Vehicle Registration Office or from the kiosk machines; see the campus map for kiosk locations
  • Kiosk machines only accept one dollar bills or coins. No change will be given. All kiosk parking permits must be properly displayed, face up, on the dashboard. Vehicles displaying kiosk parking permits are not permitted to use restricted parking spaces (e.g. visitors).
  • Affiliate parking permits can be purchased by any Penn State Harrisburg facility user (i.e., pool, library, etc.). Current faculty/staff and students are NOT permitted to purchase an Affiliate parking permit. The Affiliate permit is valid from January 1 to December 31 of each year. These permits will not be pro-rated and must be properly displayed from the rear view mirror, facing out. Transfer or re-sale of these parking permits is strictly prohibited. Affiliate permit holders are not permitted to park in any restricted parking space (e.g. visitors, etc.).

Rules and Regulations

General Provisions

  • All provisions of the Vehicle Code of the Commonwealth of Pennsylvania are in effect at the Penn State Harrisburg campus.
  • Those provisions set forth in the Vehicle Code of the Commonwealth of Pennsylvania, Chapter 35, Subchapter A, Titled “Operations of Pedalcycle,” will govern the operation of bicycles on campus property. 
  • All Penn State Harrisburg students, staff, faculty and facility users must register their vehicles and display a current parking permit to park on campus.
  • Permits issued by the Vehicle Registration Office verify that the operator of the vehicle has registered their vehicle and paid the appropriate fees.

Visitors

  • Visitors to Penn State Harrisburg campus may park in a designated visitor’s space for the allotted time period.
  • Students, staff, faculty and facility users are NOT allowed to park in these spaces. 

Parking for the Physically-Challenged

  • Parking for the physically-challenged is available at each campus building. State-issued handicapped license plates, placards, etc., will be honored and allowed to park in handicapped spaces at Penn State Harrisburg; however, these vehicles must be registered with the Vehicle Registration Office and pay the appropriate fees.
  • A request to temporarily utilize physically-challenged spaces must be submitted with a doctor’s recommendation to the Vehicle Registration Office. When approval is granted, vehicles may park in any handicapped designed space until the temporary permit expires. 

Special Events

  • Parking arrangements will be made for special events.
  • All others must obtain a daily parking permit from the kiosk machines or from the Vehicle Registration Office.

Vendors

  • Vehicles marked with a company logo, parked while conducting business are not required to be registered.

Students Visiting University Park

  • Student permits from Penn State campuses other than University Park (UP) are valid only in specific lots at specific times. The Transportation Services website provides more details and a map of the areas where and when parking is allowed for non-UP commuters.
  • Refer to the event parking regulations from Transportation Services for details on parking for conferences, performances, and other events.

Traffic Violation Notices

Rates Effective October 1, 2018

  • Pre-numbered Traffic Violation Notices will be issued for violations of the parking rules and regulations.
  • Violations of a non-moving nature are subject to the following penalties:
    • Fire Lane $50.00
    • No Parking $20.00
    • Reserved $20.00
    • Restricted $20.00
    • Roadway $20.00
    • Walkway $20.00
    • Grass $50.00  (Plus the cost of property damage - amount TBD)
    • Against Traffic $20.00
    • Handicapped $100.00
    • Overtime $20.00
    • Two Spaces $20.00
    • Yellow Curb $20.00
    • Improperly Displayed $10.00
    • Current Permit Not Displayed $20.00
    • Unregistered Vehicle $50.00
    • Fraudulent, Altered, Unauthorized Permit $100.00
  • Damage to University property resulting from improper operation of a vehicle will be billed for repair or replacement to the person holding the permit for the vehicle that caused the damage.
  • Failure to report an accident on University property at the time of occurrence may result in charges being filed as per the Commonwealth Vehicle Code.
  • Any student violation that is not cleared (excused or penalties paid) may result in a hold being placed on student accounts.  A hold means: (1) no transcripts are released, (2) the student cannot re-enroll, and (3) the student does not receive a diploma. 

Appeals

  • Violations may be appealed in writing to the Vehicle Registration Office within 10 business days of the violation notice.
  • A Board, comprised of two faculty members, two students, two staff members and one technical service member, acts as an advisory panel and an appeal board for violations.
  • Any vehicle parked on campus shall be at the owner’s risk. The University assumes no responsibility for theft, damage or personal injury.
